Dr. Troy Smith, HDR is a Trinidad and Tobago-based criminologist, national security professional and academic leader working at the intersection of cybercrime, digital deviance, online victimization and public policy. He has contributed as an expert to multiple cybersecurity policy initiatives and the recent CARICOM cybercrime and cybersecurity action plan. Author of more than 40 peer-reviewed and professional works, he contributes to advancing cybercrime policy, digital governance and institutional resilience across the Caribbean and beyond. His work bridges scholarship and practice, transforming evidence into legal reform, stronger education and effective institutional responses to emerging harms in an increasingly digital society.
